She is singing mostly in Turkish, not in Persian/Fars i . There is a huge Azeri Turkic minority in Iran, so this is not unusual.

They're Iranian. Niyaz means, "needing" in the persian language, Farsi. She is also singing in Farsi (Farsi and Persian are the same thing, language wise).
