Most people are. The 9 to 5 routine is one in which we sell our time for a given fee to an employer, and then follow all their orders. Then, come the weekend, we can do what we want. But can we be both human and a dancer at the same time? Nah. Our machines are the same way. They either obey their programming, or they don't. They can't obey and ignore commands from their owner at the same time.
Also, if that word is anything except dancer, this song makes zero sense. Based on that evidence, we can safely assume they meant, dancer, whatever inflection may have been put on the word.
Not too bad. In my humble opinion, this song is based around the essential question of whether everything humanity does is pre-programmed and already governed by fate, if you will, or if man has freedom of choice and is allowed to chart his own course in this world. The phrase, human or dancer is an interesting way of setting forth this big question, and quite artfully written. But yes, for all those who are wondering what this song means, I believe that's the core inspiration behind it.
