"Suzanne the plans they made put an end to you" Suzanne Schnerr, a friend of his who died suddenly while he was away recording his first album. Failure of his new band The Flying Machine, "sweet dreams and Flying Machines in pieces on the ground" The fire in the song refers to his shock therapy. Rain is the cold showers that follow shock therapy.
I thought the story was that a bunch of the tour crew members James was with at the time were going to surprise him by flying Suzanne in for Christmas, by all pitching in to buy her a ticket... only the plane crashed en route.
